What it means
Generic media server error. Note: the server actually sends this as 2019, so 2004 is never seen.
Server sends MEDIA_SERVER_GENERIC_ERROR as 2019 (bbb-webrtc-sfu v2.24.0); 2004 is never emitted.

This error comes from the server or API, so go straight to the server checks.
Students
Try another network (for example a mobile hotspot) to check whether your current network blocks the connection.
Teachers
Tell participants it is a server-side problem they cannot fix themselves, and contact your admin.
Server admins
Run sudo bbb-conf --clean, then sudo bbb-conf --watch while reproducing the error to see log errors live. Run sudo bbb-conf --check and fix the problems it reports. Collect logs with sudo bbb-conf --zip and ask on the bigbluebutton-setup group if the cause is unclear.
